Unlike real property, personal property is not subject to Proposition 13 limitations and guidelines. Each year's assessment stands on its own and should generally be protested if the market value exceeds the assessed value. Business Property (personal property and fixtures), are valued as of January 1 of each year. The Assessor determines the value of your personal property as a result of your annual filing of the Business Property Statement (Form 571-L).
