All tangible property is subject to taxation in California unless there is an exemption as codified in the Revenue and Taxation Code.
Many times taxpayers assume that property may not be subject to reassessment and are incorrect. Most exclusions from reassessment do not happen by themselves. You must apply for the exclusion, such as the Parent Child Exclusion, and present evidence before they are granted. Failure to do so will result in a reassessment and then generally you must file an appeal.
